It is critical that the Town have sufficient resources to fund growth-related utility infrastructure. Utility impact fees are an important funding mechanism used by utilities in Florida and the U.S. to fund such infrastructure needs.
The Town of Oakland last updated its water impact fees in FY 2014 in conjunction with the 2008 Master Plan improvements. Since then, significant growth and water demand is placing strain on existing water capacity allowances. To help meet this demand, staff has made many local improvements as part of the construction plans of the new neighborhoods. However, this has only solved part of the problem.
Therefore, Town staff and consulting engineers have identified a Stormwater Harvesting Plant as the most cost-effective option for additional water supply to offset irrigation demands.
As provided for by Ordinance # 2019-14, the Water Impact Fee is adjusted to $1,946.00, for single family properties. For commercial, multifamily, institutional, or other uses, the fee is based on meter size with an ERU of $1,946.00. Fees for commercial, multi-family and all other customer classes, except single family residential, apply to each potable water and irrigation water meter.
This increase will be effective beginning February 1, 2020. The below updated water impact fees represent a blended cost of existing water assets and the Stormwater Harvesting Plant.
